I mean, IDs are to ID you. The ID isn't what lets you vote.

Also, out-of-state students can vote in elections in the states in which they live.

If they are registered in the state where they go to school then yes they can vote

The key here is not to only ID but to also verify they are registered

as long as that happens then no problem

I don't think there is any provision in Georgia's new law about showing ID to people. They were already required to show ID. The ID requirement they added is now on absentee ballots.

Under the new law an absentee voter will still put their name but also an ID # from a Drivers License or state issued ID or a cope of their their voter ID

This will cut down on ballot harvesting and help verify identity of a registered voter

The law reads:

The actual absentee ballot and envelopes will look different, as well. SB 202 requires absentee ballots to be printed on special security paper, and your precinct name will now be included along with precinct ID printed at the top. Once you fill out your choices by filling in the circles for your choices, you will place it in an envelope that will have your name, signature, driver's license or state ID number (or last four digits of your Social Security number) and date of birth. The envelope will be designed so that sensitive personal information will be hidden once it is sealed.

Sometimes, rule changes may increase confidence in an election process without really doing that much of substance for election security.  It's a tradeoff.  We already require ID to vote in person, now it's required to request an absentee ballot.  It's not some sea change, but if you need ID for one, why not the other?

Probably too much is being made of this for partisan reasons on both sides ...

The main issue is Trump just tried to steal tune election and this law certainly appears aimed at making that easier

I saw an interesting twitter thread about some of the ups and downs of all this. It's probably being done for a less than savory reason. But also in Ga., a bunch of expansions to the franchise were an emphasis from the party in power because they felt at the time it helped their chances like five years ago (and now they are much more gun shy as the other side had grown better at using them). 

There's also the challenge of balancing things, privacy, access, questions of security. I once voted absentee because I'd just moved and they wouldn't be able to get me some paperwork in time. There was an element of the honor system there. I had a pay stub with an address I gave my employer. Faking something like that wouldn't be super hard. So with a tightly controlled approach, I shouldn't vote at all because I took a new job in a different state in late September. It's an interesting question with both power, but more than that, a massive amount of people's emotional capital seeming to ride on such things.

When you back up the invented problem with a legislative "fix", it gives the invented problem a semblance of being real.  Period.

Yet another disgusting display by a particular party, with the backers of that party shrugging and asking "what's the harm?"
