I understand but my point is the pro choice folks would never want this cause it would shrink the area they would have if voted on by the whole state

Whichever country is the "best in the world" would depend on one's personal preferences.  

I'd love to review our security commitments and resize the military after that.  It's not going to happen of course,  meanwhile our financial ability to manage the drain on our monies is going to be more dangerous than any foreign adversary.

You're speaking on the behalf of all Californians now?

The people who would be upset would have about 95% of the population in pro-choice CA counties and understand that in other states, those in pro-choice counties that otherwise wouldn't be far FAR outpopulate the red CA counties' numbers.

It means more people are pleased with the outcome.  Isn't that what it's all about?  Take Texas - the state goes no abortions, angering majorities in the blue counties.  But if each county decides, there are no angry majorities.  Doing it state-by-state is like painting with a roller, but leaving it up to each county, you're painting with a brush.

This is an honest-to-goodness middle-line, moderate idea I'm putting out there.  I really don't see any problem with it.

Except counties cannot supercede state laws and become their own mini-states.  There are undoubtedly many red counties within blue states that wish they could carve out their own laws on a number of issues where their views diverge from the state at-large, from education to taxes to marriage to environmental regulations to abortion to gun control to whatever.

As a sort of Californian, fine with it. 

(going county by county sort of goes against the value in having a law at all on the subject, and thus makes the exercise somewhat pointless)
