I told you how to do it.

Let them make their own - part of home economics - with quality ingredients sourced from grocery stores who want to make a donation to kids in need.

Home economics would also include sewing, basic household repairs, managing a checkbook/finances, etc.
Changing a tire and a "So you want a credit card" video would go a long way, lol.

I'll just say what's written down sounds better than the reality of what's put on the tray.  The spaghetti you're picturing isn't the spaghetti they're getting. 
Unless I'm wrong and they cook it on-site, which would be fantastic. 
I can't speak to the spaghetti in lh320's school district in Houston, but our school menus look similar and the enchiladas in my school district in Austin are definitely scratch made, and they're pretty tasty.  Of course, we could DEFINITELY argue over whether or not they're healthful...

The "good chains" have a System that works and that they enforce religiously with inspections.  They have economies of scale on advertising.  You also usually know what you can expect at a "Crackerbarrel", whereas you don't at "Joe's Diner".  Chains also do surveys on locations where their chain is likely to succeed, and they have Deep Pockets and so can usually survive a Black Swan event.  The private place may have closed up eliminating one competitive option from the area.

My step son in law worked for one of the main Italian chains when he got out of CIA and he recounted the "System" for fixing everything, and how it was quite efficient and competent.  They have test kitchens to keep the menu freshened up also.  The corporate "system" simply can outpace "Joe" diner across the board, which is why we have so many chains now.

I personally avoid them.
I personally avoid them as well, but I did dine at the local Red Lobster last night.  Better than average seafood for this area. IMO

I understand the advantages of Chains, but think most of those advantages can be implemented by single local restaurateurs. 
Such as having a savings account to survive some tough luck.
It's just that most aren't good at accounting or business plans.

Umm, partisan politics? 

I swear there was a portion of the population that, as soon as Michelle Obama said she wanted kids to eat healthy, said "Honey, git the vat of gravy. We gonna give 'em gravy and screw vegetables."

It's just gotcha crap. If she's telling kids to eat healthy and scarfing down some ribs, ONCE, on camera, it must be because she's an ivory-tower hypocrite, right? 

Stupid. But it plays well to the masses.

actually most folks I know were just saying this isnt a Federal matter and should be left up to the states

everything the Fed gets involved in they screw up and now they want to tell us what to feed our kids
They won't let me give blood anymore. The burnt orange color scares the hell out of the doctors.

They've been telling you* what to feed your* kids for decades.

That is, if you're poor, and if your kids are on the federally-subsidized school lunch program, which has been around since Truman in 1946.

In that case, then yes, SOMEONE should be making sure that those dollars are going to healthy, nutritious meals.

BTW that's one of the reasons this issue gets little traction...

I'm not poor. My kids eat better than most adults in this country. At least when they're at my house at least; I can't speak to their mom. I send them with lunch every day, and it's a healthy balanced lunch. 

So I paid little attention to Michelle Obama's initiatives; they didn't affect me or my kids at all.

I also pay little attention to school lunch options; they don't affect me or my kids at all.

Hence why this system isn't being reformed. If my kids were affected I might take an interest in school lunch options, and might organize my fellow parents of school-aged children to fight for better options. But they're not... So I don't.

People who could enact change aren't adversely affected.
So no change occurs.
