The governmnents a down there often are criminal enterprises.  I think Belize and Costa Rica are exceptions.
In case you haven't noticed, the US loves to support criminal enterprise governments around the world. They often play ball the best with the US when they don't have this pesky thing called the people to answer to.

From what I've observed, mostly the people who cite "optics" are the people whose guy didn't win.
On the contrary, I think that's 100% backwards.

We spent the last 4 years with the left saying that everything Trump did was destroying the nation, while the right said "eh, it's not all that big of a deal; why are you overreacting?"

We spent the 8 years before that, and will spend the next 4 [at least] years with the right saying that everything Obama/Biden did/do will destroy the nation, while the left will say "eh, it's not all that big of a deal; why are you overreacting?"

Just look at this thread. Biden has destroyed America's oil independence and is responsible for an enormous rise in oil prices over the last 3 months, while simultaneously infecting the rest of the nation with COVID brought in entirely by illegal immigrants, all while turning American into a vassal state of China--and he's not even the real decisionmaker! He's taking his marching orders from Kamala, AOC, and the "squad"!

When the country faces very real problems that are basically insurmountable, politicians focus on OPTICS instead.  Ted Cruz introduces a term limits amendment every year in the Senate.  It has zero chance of passage, he does it for optics.  Biden shuts down the XL pipeline project to "cure climate change".  The two topics are unrelated of course, but the optics sound good.  He stops new leases for fracking on Federal lands, sounds great, but 90% of fracking is on nonFederal land, so in  reality it affected very little (and companies have leases 2-3-4 years out anyway).  Congress passes some massive give away as the economy is recovering, optics, probably with an undesirable end result.  Folks want "common sense gun controls", who wouldn't?  Optics, the vast majority of gun crime is committed with handguns.  The vast majority of sales at gun  shows are by FFLs and have BG checks.  Children in cages at the border?  Optics.  Substance behind the story, but the photo passed around to blame one guy was optics.

The media abet this because the salacious gets clicks.  "We" allow it because of confirmation bias and a lack of checking further into headlines.

That's exactly my point.  The members of the losing team rant and rave and ball their hands into fists and pound the table and point out the horrible "optics" of whatever the winning administration does.  

The "winners" aren't worried about optics at all.  They're getting their way.

"Optics" are nothing more than people who aren't getting their way, complaining about it.

For me, "optics" means doing a thing that has little or no actual value but sounds and looks good.

Midtown Atlanta apartment tower near Piedmont Park could be tallest in several years - Atlanta Business Chronicle (bizjournals.com)

Condos apparently, proposed, near me.  Wouldn't impact my view of the park fortunately.

You pay quite a bit extra to be on higher floors for the same unit.  And you can wake up to something like this being built blocking your views.  We looked at two condos 6 years back that now stare out at another building, they had a nice view at the time.

The city is also rebuilding major streets cutting one lane of traffic to make a lane for bikes.

Interesting, rather pricey, but interesting, to me.

I think EVs are still a compromise solution, but it's changing.
