Well, I’m actually becoming well versed in data centers and water usage.
I presume that any DC that does use water for cooling at some point releases said water into the environment either as water vapor or warm water?  Maybe some have closed loop recycling (that should need makeup water).  Is the cooling water contaminated with anything?  I have read it is "poisonous" but there was not explanation given.

How much water is used relative to say golf courses or thermal electricity plants?

Air Cooling Technologies
Air cooling utilizes fans, vents, and air conditioning to circulate ambient air and expel hot exhaust. It remains the most widely deployed technology globally due to its simplicity.
Computer Room Air Conditioners (CRAC): Powered by an internal compressor and direct expansion (DX) refrigerant loops to cool the room.
Computer Room Air Handlers (CRAH): Uses external water chillers to pump cold water through internal coils, cooling the air passed over them.
In-Row Cooling: Positions modular cooling units such as the APC InRow Series or Eaton Precision Systems directly between server racks, catching hot air at the source to prevent air mixing.
Hot/Cold Aisle Containment: Physical barriers isolate cold intake air from hot exhaust air, optimizing airflow dynamics and energy efficiency.

Liquid Cooling Technologies
Liquid offers higher heat transfer capacity than air, allowing data centers to manage extreme thermal densities.
Direct-to-Chip (Cold Plate): Mounts a liquid-filled block directly to processors like CPUs and GPUs. Coolant captures the heat, moving it through a closed loop to a Cooling Distribution Unit (CDU).
Immersion Cooling: Servers are submerged directly in a bath of non-conductive dielectric fluid. The fluid absorbs heat directly from all hardware components before circulating through a heat exchanger.

Facility Heat Rejection
Every server-level cooling system must eventually dump its heat outside the building via the facility loop.
Chilled Water Loops: Centralized chillers lower water temperature to circulate through the data hall.
Cooling Towers: Rejects heat into the atmosphere by evaporating a small amount of facility water.
Dry Coolers / Economizers: Uses ambient outdoor air to cool facility fluid, eliminating water consumption and lowering power usage when weather permits.

I’m just going to make some guesses based on what I know. 

id guess that the cooling is closed loop. You’d have highly clean water with glycol mixed in for the main cooling loop. Then you’d have a series of heat exchangers connected to a cooling tower. The main cooling mechanism is evaporation.  Pretty run of the mill stuff. They do add chemicals to the cooling towers, trasar is one, chlorine for algae control, and others. 

You’d level control the cooling tower.  I believe ours had a 6” fill line with control valve.  As the water cascades down the tower riffles, evaporation occurs. You constantly add water to keep the level up, and also you have a dump line to constantly remove water. Otherwise the CoC continues to rise ( cycle of concentration). Basically as the water evaporates, everything else gets left behind. 

All of this discharge is regulated. You’d have limits on what you can send to the outfalls. And it’d be constantly analyzed. I doubt the water would be poisonous, or contaminated. It’s just probably high tds but relatively benign.

Due to the weekly forecast, our students will have not been able to play outside for 3 of the first 4 weeks of the school year.  Heat advisory days.
