No they won't. Not unless there is a major change in the penalty structures.

I see it all the time in my weigh station work. It's cheaper to pay overweight fines on a lot of cargo, even top-of-scale fines, than it is to run at legal weight. And what little fines that get collected don't fund either enforcement or restitution.

all ICE has to do is raid restaurant chains, home builders and packing plants and the message would go out loud and strong

The data. That data tries to make the claim there were more illegals in the US from 2005 to 2016 than the last 4 years. I have a billion dollar gold mine in my back yard to sell you if you believe that to be true.

It could be true if "we" called them illegals back then, and now call them undocumented.
