Good question, you'd have to ask the Heisman committee when they decided to give it to Bush as a result of his one game against Fresno State.  Lemme know when they get back to you.

One could probably go either way, but Bush did have a hell of a season.

Saying “Bush was cheating” the entire season is kinda inaccurate. His team might have cheated to get him, but his family having a house didn’t really affect his play. 

It’s not like he was in PEDs or anything.
