Most of the plastic is what I'd describe as pulverized and is tiny pieces.  Also, much of it doesn't float on top of the water, but at a level below.  That's why there's no giant plastic heap the size of Texas circulating in a spot in the Pacific that you can fly over and easily spot.

Yup, all of this.  It breaks down some, but not entirely.  And then it sinks just below the surface so it can't really be seen from above.

There's a lot of research and effort going into determining if there's some way to harvest it and re-use it.  Ideally we'd get to a point where it's profitable to harvest rather than manufacture new, in which case the problem would take care of itself.  But even if it got to the point where it were neutral or even just slightly more expensive, I think we'd have a large number of Good Actors engaging in it.  We're still a LONG way off from that, of course, but I'll never say never.

The very large computer manufacturing corporation I work for does a lot of work in eco-friendly packaging, and is also investing in ocean plastics work, but mostly from the perspective of preventing it from entering our waterways to begin with.

The main problem with recycling plastics, and it's a HUGE problem, is having a mixture of different types of plastic.  Most of it is polyethylene, fairly easy to recycle IF it's a pure stream, or has minor impurities.  But, your milk jug is PE, fine, and the CAP is PP (polypropylene).  Coke bottles are PET.  Fishing line is nylon.

There is a temperature at which plastics will depolymerize if no oxygen is present, and you can in theory collect the gases coming off to use to make more polymers.  

It's a lot cheaper to make monomers from petroleum or NG or even coal.
