Well...I know very little about data center water use, but I know a decent amount about water use in general. While the amount of water on the planet may not change much, the location and character of the water matters a great deal for its use. The state of California goes through large swings in the amount of water available. The fact that the Pacific ocean is next door doesn't make up for the amount of fresh water available for use in farming, drinking, sustaining environmental habitats, and a host of other uses, like cleaning, landscaping, cooling, dust control, etc. We use water for a lot of things, and the amount of it that arrives in this particular area, through snowfall and rainfall, on an annual basis matters a great deal for how people live their lives. Allowing new construction that is heavily dependent on water use, whether it is a nuclear power plant, more agriculture, or data centers, can have a significant impact on our communities because it reduces the amount of water--the kind of water we need--available to sustain the other things humans do in the state (including sustaining our natural environment, such as fisheries and bird migration). 

So, if you build a data center in the Sacramento Valley, and it requires a large amount of water to operate, to make that work given the other water needs in the state, whatever water the data center uses needs to be either reusable (without significant processing), or replaceable (not easy in California). If you need to process the water to make it reusable, then you need to use more power (and other resources).

I'm sure there is a lot of fearmongering about data centers, water use, power use, etc., but the availability of water is a significant concern in many places. That's why humans pay attention to things like droughts, and have for centuries. 

I know we need more data centers to keep up with the pace of technology, just like we need more power generation (I'm a fan of the the nukes), but there are trade offs that must be considered. One is, if data centers require a lot of water for cooling, which it seems they do, it probably makes sense to build them in areas that are less subject to droughts. And if there is a lot of agriculture there (often there is), it's understandable that people who rely on safe, fresh water to live and work, are concerned about the availability of that safe, fresh water supply.

At the risk of being one of them.....is it even possible to use so much water at a time that it doesn't have the time required to repeat the cycle to be available again when people/businesses would need it?  Like, if everybody just cut on their faucets, showers, washing machines, sprinklers, etc and left them on......could you reach a point where they'd tap out and you'd have to wait some amount of time for it to be available again?

I'm guessing the size of city and county tanks, reservoirs, things like that, factor in? 

I'm not even asking for data centers specifically......just asking in general, is that a thing that can happen? 
Basically, yes. That can happen. 

For example, here in Southern California, we have 20M people in a climate that spends about 6 months of the year being very dry. As a result, it is a tremendous strain on water resources. 

The water cycle, of course, is that during the wetter winter months, it rains here (which is temporary and ephemeral, not a lot of that water is kept) while it snows up in the mountains. That snowpack melts, it fills the lakes and reservoirs, and that is a big part of our water supply. As is the Colorado River which upon looking it up just now is largely fed the same way (snowmelt). And we also have an aqueduct that transports water to SoCal from northern California--not sure what the original source of that water is. 

If we have a dry winter or several in a row, it means that the water isn't getting to the places it needs to be for us to use it when we need it. It doesn't mean the water doesn't exist, it means that our sources haven't replenished via the natural cycle quickly enough for how rapidly we're drawing it down. 

The water doesn't disappear, of course. Hell, it exists in a REALLY big reservoir a couple of miles from where I sit right now, called the Pacific Ocean. If we went all in on desalinization, Los Angeles would never have a water supply problem. It's just a matter of building a desalinization plant large enough to meet demand. 

But absent something like that, we rely on natural water cycles and disruption to them, or a large secular increase in demand, can change the equation.

San Joaquin River is the source for the aqueduct, along with some other tributaries along the way (minor amounts).

And a quick google search suggests the San Joaquin also gets its water from deep snowmelt in the Sierras and possibly some also from alpine springs.

So again, subject to natural water cycles which replenish on their schedules, not on demand for us.
