Jeff Scott might be.
There's no reason for South Florida to be winless vs FBS teams.  Now, he was hired and 5 minutes later COVID happened, so it's early, but there's too much talent around there to suck that hard.
I feel like you kinda have to give someone into Year 3 to decide? Right? They're not all that talented at the moment. It's not great.

It seems like musical chairs to me.  I imagine some Big Donors carp at the AD and out goes the coach, and in come another coach no better, maybe worse.

It would be interesting to rate which coaches brought in five years ago or so were upgrades versus what was there anyway.

many times it seems it's more about the right timing and "fit" to a program than what coach.  Some previously successful coaches fail and some previous failures succeed with a change of location.

So, can't blame the AD and boosters for trying a change if the current situation isn't working.

Of course, there's a fine line with giving the current coach the extra time or maybe the extra support to succeed after a few bad seasons and just pulling the plug.

sometimes I think it's the failure of the AD and leadership, they don't want to look in the mirror, so blame the coach and hire another guy.
