I thought it meant you’d have to take two acres and return to their native state if you use one of swampland.

Correct. It's called mitigation in the case of wetlands. The level of mitigation can range from 1:1 to 3:1, based on the quality of the existing wetland. Most of the wetlands down here are extremely high quality.

In the case of floodplain, it's called compensatory storage. Comp storage must be provided at the hydraulic/elevation equivalent. That is NOT easy and it eats up a lot of land.

Wetland mitigation is further complicated by the fact that the developer must be responsible for establishment and maintenance for 5-7 years. If it fails, and they often do, it's on the developer to redo it.

I don't know what this means.  Can you explain more? 

It sounds like you're saying if somebody buys 3 acres to develop, they can actually do something with 1 and have to leave the other 2.  Is it like how in CenTex in the Edwards Aquifer recharge zones, people are only allowed to build on 25% of any purchased property?
