Yes. I don't want to eliminate DST. I want to be permanently one hour shifted to DST times. 

I.e. Eastern (standard) time is GMT-5:00. It should be GMT-4:00 year 'round and that would move Pacific to GMT-7:00 year round.

The US already tried going to DST year-round back in the 70s, and it was so despised in all quadrants it didn't last two years.
