FWIW, Bennett and Vick benefitted from having the #1 defense in the country.  Sort of makes the job easier.
Having NFL all-timers like Montana and Marino on this list is purely hot garbage.  Neither is in the top 50 of all time.
And don't get me started on Staubach...

What if you have one conference with three really great teams but then 13 pretty bad teams versus one that has 5 quite good but not great teams and 5 more better than average teams and then 6 teams that are a bit below average?

It was the best QB performance I can recall in college, and I'd accept VY as being close.  One way to think about it is how good a team might have been without that player where they had a solid but more typical QB instead.  LSU would have been maybe 9-4 or 10-3.

UGA over the past two years might well have won just as many games with Carson Beck at the helm.

That's the toughest part of ranking college careers - the 1-big-season guys vs the guys who started 3-4 years.  
Newton's year > VY's year (by VY really had 2.2 years)

You have to have Burrow as the best peak, but do you rank it over 3.3 years of Tebow or Manziel's pair?  It's really difficult.

take each player's best single season

the opportunity to play more seasons or more snaps usually doesn't have much to do with talent as it does situation and luck

Amazingly, JFF only played two seasons.  Imagine if he had stayed for one or two more years.
