Is there still a lot of Saharan dust?  Are ocean surface temperatures not high now?  Why this apparent lull?

No dust right now. Gulf temps are high. Wind shear knocked this one down.

I don't have much faith that a prediction a season will be more or less active than normal is much better than random chance.

You can indeed.   You can lean it out to stop it too.   Manual choke and fuel richness knobs both.
