I guess so but they also say "avoid all low-lying areas and river banks" and things like that.

similar to a severe thunderstorm watch/warning compared to a tornado watch/warning

a thunderstorm warning doesn't excite folks here like a tornado warning
no sirens for a thunderstorm
every siren in the county for a tornado warning - including fire trucks and squad cars and such

Folks asleep at some camp in the middle of maybe no cell phone zones are difficult to arouse with some warning.  And they probably get warnings fairly often and they turn out to be not that bad.

Likely thousands of people got the notice and were able to evacuate in time.  Some folks saw the warnings that were issued days ahead of time and chose not to go at all.

QUITE sadly, hundreds of people-- many who were in the professional care of others-- did not receive the notice in time.

The style of the notice, the severity of it, is not the issue here.

Humans tend to think "It can't happen here", until it does, and then humans tend to over react and cast blame.

Much of what I'm seeing is the partisan blame game.
