yeah while I get that the intention may be good, I don't see anyway to actually do this without it being a complete disaster. 

New York City actually already does spend millions of dollars every year to subsidize grocery stores- but they don't mandate them to accept SNAP/WIC/EBT. Maybe just start mandating the ones they subsidize to accept SNAP/WIC/EBT? Or maybe just give new special visa debit cards from NYC to the poorest people that qualify for them?
