This is an odd idea. The conflating of “movies” and movie production opens up some questions, for sure.

Atlanta is a big "movie" location.  I don't know how big a deal foreign films really are economically here.

There is a situation in which other countries are doing what George/Atlanta did a decade or two ago and incentivizing film production locally.

But ultimately movies are a very fatal balance of trade situation for the US because our studios sell A lot more tickets to foreign audiences than their movies sell ours.

A lot of things could disappear for all I care, but alas, other people care and I still live in a society

I read somewhere that a movie can flop in US movie houses and still make bank overseas and on video for rent etc.

I'm generally not a fan of tariffs like this one.  China tariffs are OK with me mostly.

I don’t think this is super uncommon. It’s usually a certain kind of movie. Big spectacle stuff.

I was on some long flights a few weeks back and looking for a movie to watch out of a hundred or so options.  I finally gave up and just read a book.  I started 2 or 3 and stopped them.

I watched "Conclave" going over to Seoul, and for me it was "watchable" if you allow for the silliness in parts.  I didn't think it was great or very good.

That was a 15 hour flight.  Yuck.

Yeah, I suspect this is correct, special effects movies about super heros and whatnot.

Yeah the superhero and big action movies play well around the world.

China is notoriously protectionist of its movie industry, even before the new Trump tariffs they only allowed 34 import films per year.  So I'm not particularly sad if a movie tariff is applied against them, although I can't imagine we import very many Chinese films annually anyway.

As far as the rest of the world goes, are they really stealing production from the USA?  I know Canada has a strong movie industry, but in general I think films shot in Europe and Asia, are done so because that's where they are set.

I do know that Disney has shot most of the Star Wars films in England ever since they acquired Lucasfilm, and I believe they shot a bunch of the Marvel stuff over there too.

So maybe it's a shot against Canada and Disney?
