My suspicion is that "they" will "trump" in the favorable outlets of news some cuts, maybe getting rid of the DoEd at some point if Congress goes along (which is a big maybe), but then folding what they do into another department (like HEW of yore).
The annual deficit is nearly $2 trillion. A chunk of the budget is mandatory (nondiscretionary) spending, and much of the rest depends on Congress to fund, or defund. I'm sure folks can find a billion here and a billion there and highlight the progress. Then the news will go dark for a while.
I think it very very hard to point to discretionary spending cuts that add up to significant amounts, like a trillion or so.
