I speculated the same thing.  He caused the whole speaker issue in the first place because he was mad McCarthy wouldn't drop the ethics investigation into him Venmoing a 17 year old for sex

The crimes committed during the riots were, for the most part, NOT Federal crimes.

Saw someone else mention this could be a win-win-win.  His resignation from Congress ends the investigation against him, but with a non investigation reason given; Trump can say he tried, but the deed state being what it is couldn't get him confirmed; and Johnson gets him out of the House

I'd rather get bailed out than not, of course, spending time in jail pretrial seems pretty icky.

I'd rather not get arrested at all of course.
