Unrelated, but Josh Reed is underrated, nationally. His 2001 season was obscene.
Guys from mid-major schools have always had massive receiving seasons, with 90-100+ receptions, but going back to 1995 (just randomly), here's the leading P4-5-6 receivers each year:

So leading up to Leach in Lubbock, it was 70s-80s (I assume, for the vast majority pre-1995), and then 90s-100s.
Reed averaged 18.5 yards per reception on his 92 catches. Most of these guys are under 15 ypc.
