Yeah I don't know the law here but it's effectively the same.

But MDT was talking about people who leave it out all day every day every week. That'll get you fined here.

my garbage can is usually off the street within an hour of the truck coming by Monday morning - unless I'm out of town

my can on the street bothers me but others cans on the street don't

We get afternoon storms/wind now. We bring them in immediately, so we don't have to empty water or chase them down the street.

I generally try to take them down in the afternoon the day they're emptied. The yard waste and recycling bins are later in the day so I don't bother taking the general trash bin in until they're all empty. 

But *sometimes* I don't get to it until the following morning.

Sometimes companies seem dumb on purpose.

I became convinced my company was the dumbest possible, mistake after mistake, some really inept managers.  And yet, they survive.  

I realized other large companies are basically in Dilbertland also.

I spent my last 10 years in a complete sinecure, and they replaced me with TWO people, at the same level.  I was content at that point with the pointless job, pretty burned out, NAAFI as a friend called it, No Ambition and F All Interest.  I also learned one can skip "mandatory" meetings at will and nobody cares.

Sometimes inertia is enough to keep a company going.  It might not be as efficient as it could be, but just the momentum behind it, can keep it profitable and operating.
