That's literally the worst idea possible.  
On a very windy day, park between 2 cars.  Out on an island, they can pick up speed.

I've seen wind catch a door getting opened augering into the car next to it and setting off the alarm.An auto body friend says they do tons of touch up/detailing on crap like that and people not negotiating the tight quarters and biffing the closest object

Sounds like blaming the victim to me... 

I think instead we should bring back the stocks and publicly shame those too lazy to put their carts in the corral.
