Yeah, and that northeast corner of Ohio labeled as Connecticut's "Western Reserve" is the namesake for Case Western Reserve.

Ehh.....it's a confluence of the 'bad side of town' butting up against where all the night clubs are, downtown.  
So it's all the bad decisions of drunk college kids + the bad decisions by poor people merging together.

The other 90% of the city is perfectly good.
