Good explanation as to why some schools are much better at bball than CFB.  The reverse?
I dunno... How many of those are there? Seems "most" of the schools who are really good at CFB also have at least respectable BB programs... I know in the Midwest, Michigan, Ohio State, and Notre Dame all have had decent basketball teams over the years. Tennessee as well. Texas seems to care about basketball, and USC I don't think has been a laughingstock. I think even Alabama has been decent. 

Maybe two I can think of that are exceptions are Nebraska and Penn State? UGA?

If you might name the schools that fit your criteria, I might hazard some guesses. But I just don't know that there really IS enough of a trend of schools who are the reverse to make it a thing.

Basketball has historically not been nearly as important as football at Texas.  Less fan support, less booster support, less money spent by the AD.  That's changed some in the past couple of decades but I don't ever see Texas being a basketball power, there's just not enough fan interest to drive it.  Other football-focused schools are probably similar.

UGA might be the school with the largest gulf between football and basketball prowess of late.  They did make the NCAA this past season, that for them is a grand success.

I THINK a piece of it is coaching (duh).  But they seem unable to attract some "new young coach" looking for an opportunity who succeeds, and if they found one, he'd probably get poached in a few.  And a lot of it is "tradition".  Imagine you are a 5 star football player, UGA is likely on your shorter list, and likely not anywhere on a list for the other player *unless you are a fan.

It's a bit weird really.  The other weird thing to me is this past season where the B1G looked pretty clear better in football and the SEC looked better in bball.

I agree that at pretty much any of those schools, it's not going to be ANYWHERE near as important as football.

But I think you're giving Texas short shrift here... Here's the Wiki summary:

Maybe it's just because I'm a football nut and don't care in any way about basketball (unless Florida is winning another NC, lol), but it seems to me most fans don't have mental tiers when it comes to college basketball.
There's the blue-bloods (UNC, Duke, KU, UK, UCLA once upon a time), and newfangled UConn.  Then there's.....who?

Indiana could be in the blue-blood group....I guess.  

As a 45-year old, with no one obvious coming to mind, I go back to the old Big East I guess....Georgetown, Syracuse.....UNLV? lol
Purdue is definitely in there, but like looking around the country.....uhhh Arkansas?  Washington schools, no, Oregon, no, Cal/Stanford no.  USC, Arizona.....ah, Arizona is sort of a lesser UConn, timing-wise.

CU, BYU, Utah, OU, OKST, Texas schools.....for me, Texas doesn't stand out, but as the 9th-most tourneys, they should.  
In my lifetime, I"m thinking 2nd-tier ACC schools have played more important games than much of the rest of the country.  Virginia, Wake Forest.....Maryland for a time.  None of the New England teams aside from Syracuse and St. John's seem to have mattered much.  MSU is definitely in the next tier below the blue-bloods, thanks to Magic and Izzo.  OSU does well sometimes.


Meh, I'm just rambling now.  
Indiana, MSU, UConn, Arizona.....Florida?!?  UConn really shows the all-or-nothing results that make this tricky.  Are NITs a plus or a minus?  

I just think it's hard.

UGA is very competitive in most sports, tennis, golf, track, gymnastics, women's bball, equestrian, but for men's bball just making the tourney is a great season even when knocked out first round.
