People who don't understand nuance or matchups are certainly surprised when such things happen.  People who only approach things superficially are surprised when such things happen. Stupid people are surprised when such things happen. 
Are you for real?  I don't care if it's an all-star team, if a super-talented team has underachieved enough to go 7-4 vs an unremarkable schedule, no, you should not expect them to beat a defending NC (and future NC) that is 10-1.

I am too. @OrangeAfroMan and @utee94 are talking past each other. Note that utee never said that anyone should have expected UT-96 to beat Nebraska, he merely said that:
"nobody should be surprised that a team as talented as 96 Texas could win that game"

I get that and I think OAM should too. Texas had lots of talent in 1996 as utee elaborated above. They were a typical "high-ceiling/low-floor" team. They were capable of playing really good football like when they obliterated middling OkSU and aTm. Additionally, they had a couple close losses to good teams (by a FG to ND and by four to Colorado). However, they were also capable of REALLY bad football like getting blown out by Virginia and losing to one of the worst Sooner squads of all time.

The win over Nebraska shouldn't have been expected but it also wasn't all that shocking.

utee would agree with me if Texas wasn't the team involved. 
A 21-point dog beats the 2-time defending NCs, yeah, that's pretty damn surprising!!!!

Yes, everyone should be surprised when a 7-4 team beats a 10-1 team, especially when it's for a conference title and a possible NC. 
This is performative obstinance. 

On the one hand, most upsets are to a degree surprising. On the other, in the long term, little should surprise us about an individual outcome in college football.

I remember putting $100 on the 93 Huskers as 17 point dogs to Charlie Ward's Seminoles in the 94 Orange bowl

Huskers were the better team that night and should have won

Well, I guess we made a scientific discovery today:  22 points is the cutoff of being surprised by an upset vs not being surprised.
