Please explain to me how this works. When we flew from Rome to Brussels, we had to go through intense security at the Brussels airport even though we had already gone through it in Rome. We were only doing a connection in Brussels, to come home.

My guess is the latter. We can only remain in the Schengen Zone for 6 months without a visa. So, they check coming in, and exiting. If you over stayed on exit, you get fined. I doubt you had a security inspection on your transfer.

In the US, we don't inspect folks leaving the country. The airlines make sure you have passport and visa if needed, but that's it.
