One way to pay for better school food would be to cut administrators - especially at the district levels. These offices are overloaded with waste.

At the university level, yes.  At the District level, at least in PA, they are very thin.  One guy in Pittsburgh is on his third principal/superintendent job after getting fired twice, because there were no other applicants.  The largest district lost the superintendent to Michigan because she was paid less than teachers, but with worse benefits.

If only we could nail down costs we could eliminate...

Depends on the jobs, doesn't it?  No one has 2 jobs for extra "just because" money.  You have 2 jobs because you need 2 just to exist in this time and place.
