Assembly Bill 1840, authored by Assemblyman Joaquin Arambula (D-Fresno), would expand eligibility of the California Dream for All program,

If approved, illegal immigrants can enter the lottery system under the program that gives 20% in down payment assistance up to $150,000. This year, out of 18,000 people who applied to the California Dream for All program, only 1,700 were chosen. The bill would greatly expand the number of applicants, due to the California Dream program targeting low to middle income first time buyers.
In addition, not all illegal immigrants would qualify for the program. Under AB 1840, only those with taxpayer ID numbers or Social Security numbers could apply.

If anyone is interested in France, this is a decent summary.  Macron did not personally lose the election, he was not voted out of office, obviously, his party came in second, so three parties are now vying for power in their lower house.  Macron has exclusive and total power to choose the Prime Minister, so he's not doing anything illegal there, nor is he somehow ignoring an election outcome.  The position of Prime Minister is, well, not that important, roughly like a SotH.

The vote for President isn't until 2027.  He'll be in power until then  barring something unusual.  Some think he called the snap election thinking the right wingers would win, and they came in third.

It is unprecedented.  It also is entirely legal.  It's an entirely good summary with actual facts.    My wife follows this closely and we had a discussion about it all just today.

Being unprecedented is NOT the same as being somehow nefarious or unconstitutional.  Macron has that authority.
