Obama had zero specifics, it means squat.
Well, if he secretly controls half the country, then it means quite a bit. I also push back completely on the idea that words aren't meaningful. Addressing NIMBY's and NIMBY policies, just putting them out there and talking about how they can hurt the country, can be a pretty effective message on it's own, without needing any additional laws, acts, or codes.

People often give speeches, some of them sound really good at times, and even might make sense (or not), and then ... check back in a year and see if anything tangible happened or even if anyone has a clue what the speech was about.  There are a handful of exceptions in history, out of millions of speeches.

So, Obama said something vague about zoning, and it will change ... nothing.

At work, we'd have rah rah sessions a few times a year, folks would give speeches.  I stopped attending, they were beyond boring and pointless, I'd rather work.  One coworker came back from one not knowing I had skipped it all aglow (she was young) about how great it was.  I asked her "What is one thing you recall from it that you really liked?".

She had no answer at all, and wasn't even self aware enough to realize she should be embarassed about that.  She just said, "The whole thing was great!!!".

Stipulate Obama gave a great speech, what is ONE THING tangible that might happen as a result?  What?  Nothing?  Yup.

A lot of political stuff is meant merely to "sound good", like say "Tax the rich", that sounds good to folks, but when it comes to details, it gets wonky and mostly unworkable.  "Take care of our veterans!", "Provide affordable housing for our homeless!!",  "Reign in high corporate profits!!!", blah blah blah.

Sound and fury, meant to impress low info types.

Do something about zoning, somehow, magically, to "help", something.

Or maybe this solved the problem 9 years ago?  Great.  Or not, as any number of smaller towns around the country never had the inclination nor assets to read some 377 page regulation and probably didn't know it existed to be read.

Under a sweeping new federal housing mandate, the Obama administration threatens to withhold funding for cities and counties that fail to remove local zoning laws and other potentially "discriminatory barriers" that restrict low-income housing in wealthy neighborhoods.
More than 1,200 municipalities will be impacted by the highly contested rule, which the Housing and Urban Development Department put into effect Wednesday.
The agency seeks to combat discrimination in affluent suburban areas, while also desegregating poor urban areas where it says too many minorities lack access to good schools and jobs.


The massive 377-page regulation requires local authorities to take "meaningful actions" to diversify neighborhoods. Municipalities that don't comply risk losing millions in federal grant money. Some could face federal housing-bias probes.

White suburbanites are not the only ones upset. Middle-class African-Americans in Chatham, Ill., for example, have complained that violent crime has moved in with tenants from Chicago projects. Black professionals there say they now hear frequent gunfire, and blame Section 8 renters involved in drugs and gangs for increased violence.

I resided in a village of about 3300 folks in Cincy in 2015.  I knew the mayor, the chief of police and most police officers by name, most of the village council.  They would not have had the resources to deal with any of this, they'd just ignore it, not even knowing it existed.  These were pretty reasonable folks, I thought,  they had a village to run, one that had a lot of industry in it, so they were more concerned about the fire department and repairing the streets and the rec sports programs and such "minor" things than whatever guff came out of DC.

THis sort of stuff might sound good in DC and keep folks employed, but in the "real world", it's just silliness to be ignored.
