On the evening of Tuesday, July 30, hackers from Ukraine’s Main Intelligence Directorate (HUR) completed one of the largest Distributed Denial-of-Service (DDOS) attacks in history, derailing Russia’s internet infrastructure, hitting critical resources and gaining access to a vast array of confidential data, sources in Ukrainian intelligence told the Kyiv Post on Wednesday morning.

According to a Ukrainian intelligence source, the attack lasted continuously for a week. It affected the online services of all major Russian banks, including the Central Bank, telecommunications service providers, national payment systems, social networks and messengers, government resources, and dozens of other services.

All the attacked resources were in some way involved in supporting or financing the Russian Federation’s armed aggression against Ukraine.

WASHINGTON - The U.S. Department of Housing and Urban Development (HUD) today announced that it will provide more than $3.5 billion in competitive funding to homeless services organizations across the country for supportive services and housing programs for people experiencing homelessness.

“This year’s funding opportunity makes available the largest amount of funding in history under the Continuum of Care program and reflects the Biden-Harris Administration’s continued commitment to tackle the nation’s homelessness crisis with the urgency it requires,” said HUD Acting Secretary Adrianne Todman. “Nobody should have to live in their car or on the streets. These funds will provide shelter to Americans when they need our help the most.”

The competitive funding will be awarded through HUD’s Continuum of Care Program, the largest source of federal grant funding for homeless services and housing programs serving people experiencing homelessness. Nearly 400 Continuum of Care communities apply for the NOFO. HUD funds approximately 7,000 homeless services projects annually through the Continuum of Care Program. Projects are operated by nonprofit providers, States, Indian Tribes, or Tribally Designated Housing Entities, and local governments.

For the first time, HUD is issuing a 2-year Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO) as authorized by the consolidated Appropriations Act, 2024. Communities are only required to submit one CoC application that will be applicable for FY 2024 and FY 2025 funds. This change will streamline the application process and significantly reduce the administrative burden on applicants. Read HUD’s Notice of Funding Opportunity (NOFO) here.

HUD is also applying a first-of-its-kind cost of living adjustment to allow CoC budgets to better keep up with rising costs. This will provide additional pay and support for homeless assistance providers and improve overall service delivery for people experiencing homelessness.

“We don’t talk enough about the thousands of providers who work every day to end homelessness,” said Principal Deputy Assistant Secretary Marion McFadden for Community Planning and Development. “Our approach this year incorporates the feedback we received from providers to increase support for staff and reduce administrative burden by moving to a two-year application cycle so that staff can focus less time on paperwork needed to submit federal grant applications and more time on their core duties helping people experiencing homelessness.”


As with prior NOFOs, Continuums of Care will have the opportunity to renew existing projects, apply for new projects, and reallocate resources from lower performing projects to better serve people experiencing homelessness.

The NOFO contains explicit funding for (1) survivors of domestic violence, dating violence, sexual assault, and stalking; (2) youth, and (3) people experiencing the unique challenges of homelessness in rural areas. The NOFO will provide at least $52 million for new rapid re-housing, supportive services, and other activities critical to assist survivors of domestic violence, dating violence, sexual assault, or stalking. Approximately $188 million is available for the competitive and non-competitive renewal and replacement of expiring Youth Homelessness Demonstration Program (YHDP) grants.

Today’s announcement complements funding that HUD recently made available for permanent supportive housing under the new CoCBuilds competition and recent efforts to improve the way CoC’s address the needs of youth and young adults through the Youth Homelessness System Improvement Grants, and the FY 2023 Youth Homelessness Demonstration Program.

Since Day One, the Biden-Harris Administration has been tackling the nation’s homelessness crisis with the urgency it requires, prioritizing new resources and programs to help communities quickly reconnect people experiencing homelessness to housing. HUD remains committed to ending homelessness for all persons, placing emphasis on racial equity and anti-discrimination policies for LGTBQ+ individuals, engaging persons with lived experiences of homelessness in decision-making, and increasing the supply of affordable housing.

The deadline to submit CoC Consolidated applications and project applications is 8:00 PM EDT on October 30, 2024.

I've seen Sammy live a couple of times over the past 4 years, his voice is still quite good.

You never know when Sammy is going to show up and jam. We've been about 6-7 times and only saw him there once.

Damn.  76 years old?  I had no idea he was that old.  I would've figured 60's.  But sometimes I forget the 80's was 40 years ago !

Yeah I saw him here in Austin with Michael Anthony on bass and Jason Bonham on drums.  The guitarist was a guy named Vic Johnson who is certainly not Satriani but was very capable, he did a fine Eddie copycat so all the Van Halen songs sounded great.

The band playing at Cabo Wabo when I was there, was pretty terrible.  We didn't stay long.

This isn't true, but also it isn't "the left's fault" or "the right's fault" whenever something bad happens because the government didn't prevent it. Such is the path to having the government in every faculty of your life.

The causal relationship is so glaring obvious that even the NYT now tepidly admits that declining traffic stops contributed to increasing traffic fatalities.

You did not. You gave stats showing an increase in homicides then casually decided the reason was BLM and "depolicing." Depolicing is almost certainly not the reason, giving depolicing was fairly limited and not at all uniform. Further, the actual crime rate did not rise with the homicide rate, drawing a lot of problems with the conclusion that the homicides were due to "depolicing." Finally, your own source cited COVID as a major reason for depolicing, but that doesn't play well with Republican talking points despite being undoubtedly true.
