I used to interview many people for both clerical and management positions

I always favored the applicants that wanted to some day have my job.  I also liked folks who indicated their interest in the position.  Some just sat there like they were watching a movie.

I also gave them the Wonderlic Test measuring basic math and grammer skills.
Some day, sure. Not today.

I think it clear that an Administration has been given more power over the years, and suspect that will continue.  Congress writes rather vague bills giving some executive branch, say the EPA for example, the authority to do X Y and Z, and they do, often interpreting said power fairly liberally.  President on both sides issue EOs which are often fairly dubious in terms of authority, and it takes time to wangle through the court system (which is subject to change).  

I really expect this to continue because Congress can't write specific bills any more.  They punt to the Executive, and only the courts MIGHT rein them in, or not.

Imagine SCOTUS stacked with liberal Justices and imagine what authority a President might find he or she has.

That's why 2016 was so important for me. It was not about the POTUS. It was about the SCOTUS.

Security isn't a benefit?

A hardcore Libertarian would likely tell you that neither border security nor school lunches are a benefit.

You are confusing two issues here:

Issue #1, Border Security:
As I've said repeatedly, we should secure the border even if we are going to allow more-or-less unlimited immigration. There is still a need to know who is entering the country and how many.

Issue #2, immigration policy:
In my opinion our national policy should be to benefit our nation. Thus we should not allow anyone who will be an economic detriment. Welfare recipients, unskilled laborers, anyone too old to likely pay enough in taxes to cover their old-age costs that our government will absorb, etc.

Since you have criticized not just the wall but all Border Patrol expenditures generally, I have to ask: Is it your opinion that we should eliminate all border security expenditures?

Similarly, since you have opposed prohibiting immigration by obvious financial liabilities, is it your position that we should have no limits on immigration?

Congress has been failing its legislative purpose to pass needed laws, fund and manage the federal government.  They've been largely focused on petty party politics and their retention of power.  Much of the legislation they do pass is politically oriented statements with no chance of becoming law.  Congress having abdicated it's responsibly,  the executive and judicial branches are picking up the slack and have ventured into areas they were not meant to go.
