Congress needs to fix this.

Congress can. All this ruling did was prohibit the Executive Branch from making up laws as they go along. 

This ruling was NOT based on the Second Amendment. The Trump Administration based their bump-stock ban on Congress' Machine Gun ban. The problem is that Congress' ban defines a machine gun based on "trigger action" and bump stocks were designed/invented to circumvent that ban by causing the trigger to pull repeatedly.

They seem "gimmicky", to me, a way to waste a lot of ammo and make noise.  I think a person intent on killing a lot of people with a semiautomatic rifle would be more "effective" without the thing, except for spreading panic in the crowd.

I think you are right generally but it depends on the situation. If you want to hit specific individual targets a bump stock will just, as you said, "waste a lot of ammo and make noise.". It appears that the Vegas shooter didn't care about specificity and just wanted to kill. Since he was firing into a crowd, precision aim was more-or-less irrelevant. 

Earlier people were talking about the sort of blowback that comes from lenient crime laws/enforcement, then increasing crime, leading to support for stricter crime laws/enforcement.

California voters will get their chance to reform a controversial law that critics blame for a surge in retail thefts and brazen flash mob robberies.
The Secretary of State’s Office announced on Tuesday that an initiative to repeal portions of Proposition 47 had acquired enough signatures to qualify for the November 5 general election.
The measure garnered more than 600,000 valid petition signatures easily surpassing the required 546,651 to become eligible for the ballot, according to the state office.
The voter-approved Prop. 47, which passed in 2014, reduced some felonies to misdemeanors and set a $950 threshold for shoplifting charges.
Supporters of the new initiative say Prop. 47 was too soft on criminals and has led to an increase in crime, including smash-and-grab robberies which are often captured on surveillance video and viewed by millions online.

When even CA is sick of crime and starts to do something about it, it shows you just how far it slid...

I see no real use for them other than havoc and destruction, I agree with banning them.

That's why I'm glad we have this guy (in our county), and many others like him, in Florida. They don't mess around.
