If you really want to affect change in Congress, repeal the 17th Amendment. Prior to the 17th, US Senators were selected by the State Legislature. They were accountable to the state and not some political party. They didn't need to run for election because they were appointed. And if the state legislature didn't care for how they were voting, they could be replaced.
The Senate was supposed to be the states voice in the Fed Gov't. The House was the People's voice. Now you have 2 houses of congress that are subservient to the whims of the public, constantly running for election and kneeling the to alter of the party leaders for committee positions and funding.
The other net affect is that after the 17th went into affect, much of the power of Congress was legislated to the Executive branch through numerous new departments with unelected regulators that essentially now write laws through regulations. Congress needs to take this power back and maintain it where the founders had originally placed it.
