I was stationed in El Paso for two pretty short stints, and SFIrish was stationed there when we were dating, so I've spent a decent amount of time there. We also have service friends who retired there. I think it's an underrated town. Not fancy--at least it wasn't back then, or the last time we visited, which, admittedly was about 20 years ago--but some underrated restaurants, a decent draw for national touring acts, nice scenery if you are into high desert and arid mountains, and close to some other cool places, like Old Mesilla (where Billy the Kid met his eternal reward), Ruidoso, Carlsbad Caverns, the Guadalupe Mountains, and probably some others. I wouldn't want to live there because of the weather (very hot in the summer and not a lot of greenery), but it wouldn't be a terrible place to retire. Low cost of living.
