That is definitely overstating it, he definitely reached the ball over, but question was whether he was down before pulling it back.  Also, that was 45 yards from the end zone.

Looked like he reached it over after his elbow was clearly down short of the line to make.

Are you talking about the 3rd down where the OSU runs into the Gopher WR before the ball arrived?

OSU's defense, especially up front, is very injured. So we should take this start with a grain of salt. Then again, play like this is a season-long trend.
