what local person has blown up a story lately?   
2000 - Wisconsin State Journal (Madison paper) exposes discount shoe store for giving discounts on shoes to student-athletes. 
Result: Suspensions, scholarships and a very long probation. It hurt. Each athlete involved got about $150 in discounts, or so.
Oh.. You said lately.
It was ELA saying the locals wouldn't tell, 20 years ago. In this case.. they did.
A report in the Wisconsin State Journal prompted the university's investigation that found 157 athletes in 14 sports violated NCAA rules by accepting at least $23,000 in unadvertised discounts from The Shoe Box, a store 25 miles from Madison in Black Earth.

"This wasn't one or two athletes and someone bought them a Diet Coke. This was hundreds of kids involving thousands of dollars. That's significant," Yeager said.

The NCAA placed the school on a 5 year probation and reduced the number of football scholarships the university can offer in the 2002-03 and 2003-04 school years from 25 to 20. It also ordered the school to cut a men's basketball scholarship in 2003-04.

What happens if I have deep pockets and simply pay kids to go where I want, perhaps not even on scholarship? I might pay the parents.  Is that illegal?

I pay the gift tax as well.

I don't think it would be illegal, so long as taxes are being paid.

Not being illegal doesn't make it against NCAA rules though.
