It's 98% about lawsuits, but I also think that the game has begun to change on tackles that are higher up. Especially when it comes to ball hawking safeties flying in on receceivers downfield at the catch. Torpedoing used to be more common. Now there's more ball play and shoulder leading.
Well. Let me step back. That's hard to prove. But it's my strong sense.
The main failure is on these tackles where both players' heads are closer to the ground that a standing waist.
Speaking of rule changes.  If they want to limit plays without reducing offense (because banning snaps within the first 10 seconds of the play clock otherwise makes sense), then a natural way to knock a few snaps off the game seems to be abandoning the first down clock stoppage, like they do in the NFL.  I was surprised a decade ago they hadn't done that, now I'm shocked

I'll stop before revealing the delicious hypocrisy involved in that debate, and turning it down a political thing.  But it's stark.

It's a salient point. The politicians who are "always against handouts" are always-shh-quietly for the handouts that can help them get elected. I am cool with the spirit of ANF, btw. But I'm cool with many-many types of subsidies.

Either of those is a good complementary solution to protect players. 
I prefer the first one, but HUNH is anathema for me, so of course I do.

You don't like guys running to the line so we can watch 30 seconds of audibles, rather than hear analysts break down the previous okay, just so the defense can't make substitutions, only to be pissed when that results in defenders cramping?
