You're reading it backwards... For those states it's not that nobody's leaving--it's that nobody is moving there to replace them.

Folks like Badge escaped the brutal winter and moved to Florida. Very few Floridians are looking to escape the warmth and sun and move to Chicago.
Well until the unremitting hurricanes return enforce like a few yrs back. The winters aren't that bad,can always throw more clothes on,down to the skivvies and sweltering - no thanx. But the tax brackets are a hell of lot better than from wence he came. The insurance for said hurricanes not so much

Insurance is not bad at all here, unless you're in a flood zone - but flood zone insurance applies in every state.

We are not in a flood zone (or a freeze zone).

I'm tellin' ya, that north gulf coast of FL is prime pickins......

The Denver-to-Albuquerque one is comical, that's like 9 hours with no big cities between them.  It's out west, everything is further apart.  It does no belong on the map. 
And there is fuck-all from Barstow to Vegas, so that's nonsense.

All of FL is a flood zone, lol.  Especially with hurricanes and living near the ocean.

Next year, the College of Literature, Science, and the Arts will no longer include letter grades on first-semester transcripts

We looked at property around Jacksonville back in the day.  I recall one section was "hurricane zone" and another area six miles inland was not.  I didn't ask about floods.

I don't know if that realtor knew the proper terminology.

She was referring to home insurance rates as a factor in where we lived, which probably is the case.

Rates differ based on various circumstances.

For example, a neighbor with the same house as ours pays double what we pay. Our rate is half of what it was when we first moved here, because of all of the hardening we've done.

We are getting the maximum wind mitigation discount, and we are five feet above the Base Flood Elevation (BFE). No flood insurance required for us.
