Sure, but at the same time, pretty much any rule they make will be challenged and struck down in court anyway.  Until the athletes sign a collective bargaining agreement, most of the rules placing limits on their mobility and compensation, aren't going to be considered legal.

What a joke

And for the record I was good with a full tournament suspension for our player

Yes, but only slightly worse than spending 36.7 million and achieving the same mediocre results.

Just a garbage ruling. 

I don’t like the NCAA, but if they can’t regulate that, what can they? 

(Semi-related, they ways they fought as long as they did really will cost them so dearly)

This is such a shame. And you can’t really blame the NCAA.     Their biggest rule was broken in the most extreme way, and they came down hard.

It speaks volumes about our judicial system though, and it’s embarrassing.

If I were the NCAA, I would declare him in the eligible and their opinion and tell every team that they consider him in eligible in any game he plays in, and it will be an automatic forfeit.
