Georgia Dome really helped the Peach Bowl.  I remember watching Peach as a kid, and while the matchups where whatever (it was a Bowl Game!  one of less than 20!, I watched)  it was at Fulton County Stadium which typically meant dreary, sloppy field, not so attractive games.  It was the Independence Bowl on steroids in a big city.
It became infamous for having really bad weather on that date (for Atlanta).  I agree the dome helped, as was the ACC-SEC matchup.  They got the #2 team from the ACC, and usually #5-6 from the SEC.  Fans could usually drive to the game and have a bit of fun and drive home without too much $$$$.

They got the #2 team from the ACC, and usually #5-6 from the SEC.  Fans could usually drive to the game and have a bit of fun and drive home without too much $$$$.
I believe for most of the 90s until the CFP the SEC went #1 Sugar, #2 Citrus, next best East to Outback, next best West to Cotton, #5 to Peach.  Then the #3 from the ACC behind Orange and Gator,

Per Wikipedia

From 1996–2006, the Gator Bowl traditionally hosted the second-place ACC team against the second-place Big East Conference team. With the 2007 game, the ACC runner-up became contractually tied to play in the Chick-fil-A Bowl and the Gator Bowl began hosting the third-place ACC team versus a team from either the Big East (still the conference's #2 team unless they qualified for the Bowl Championship Series), the Big 12 Conference, or the unaffiliated Notre Dame Fighting Irish (who would take the Big East's spot in this game).

Forgot they went to that rotating two-point conversion after the second overtime. Tough break for anyone who had Arkansas -3

Yes- do you really want a non QB throwing a touch pass into tight window when the game is on the line?  

Kansas did make a helluva comeback in those last 2 mins of regulation though.
