I'm not sure I'd consider that a step up.  Maaaybe USC, but just barely.  Is he getting sick of the fans or something?  I know most fans are good there, but there have been some issues (Sutherland, Clifford) this year.
IMHO, USC is the absolute best job in all of College Football.  If you look at Mandel's famous/infamous Kings/Barons/Knights/Peasants hierarchy
Mandel's famous/infamous Kings/Barons/Knights/Peasants hierarchy there are 13 "Kings".  Listed from West to East they are:
  • USC
  • Texas
  • Oklahoma
  • LSU
  • Bama
  • Notre Dame
  • Michigan
  • Ohio State
  • Florida State
  • Clemson
  • Florida
  • Penn State
  • Miami

USC should be an absolutely loaded CFP contender every single year.  Their nearest "equals" are in Austin, Texas and Norman, Oklahoma which are both over 1,000 miles to the east.  USC should flat out dominate recruiting in a humongous chunk of the United States.  Furthermore, there are a LOT of quality HS football programs in California and there are some decent recruits in NV, AZ, and other western states as well.

I'm not trying to knock Penn State, just saying that if I were a highly sought after CFB coach USC would be the first call I would take.

Franklin to FSU or USC? Seems to be lot of talk that both those schools are targeting him.
Doubtful. No real smoke involved here, just speculation from the media.

Is Clay Helton really on the hot seat anyways?  They are likely going to finish 8-4 with a slew of injuries at the QB position this year.  Is this all because Oregon blew them out?  I think Clay should at least get one more year and probably more.

I don't,years ago maybe.Factoring in fan apathy(attendance) and the outrageous ticket prices and it's campus location it's simply not the sparkling gig it once was. When is the last time you've seen the Coliseum even 3/4 filled.Even when pretty Pete was there it was just missing the great college atmosphere that others you've listed after them has in aces.If the money was equal I'd take quite a few jobs over it

Ah,maybe I should go over to the Penn State boards and get my allocation of abuse.Tell them Franklin's leaving and the top two prospects in PA, have verballed to the Scarlett & Gray.Inform them they should have stuck to waterboarding BC/Temple/Rutgers/Syracuse/Pitt/Maryland.Tell them they're at the Big Boy Table now - then show myself out

you ALWAYS take the job where you can get the best recruits

all other factors are minimal

the only thing wrong with this post is the inclusion of the word "maybe"

You are right, SoCal doesn't have the number nor intensity of CFB fans that you will find in the South or midwest but who cares?  Would you rather coach a NC winning dynasty in a half full SoCal stadium or coach an also-ran in a full stadium in the South or Midwest?  That is a no brainer for me, I'd rather coach a NC winning CFB dynasty.

Just seems the interest is less as the prices go up - just an IMO - observation. But Lady Clairol as Hooky(RIP)masquerading as ND Rules referred to Pete Carroll is an extreme case.Flashy/groovy kinda laid back cat fit right in with the SoCal mantra everything came together in time-space and all that sorta thing.Lot of nice campuses in the PAC why head to south central?
