Homebrewing, for personal use, has been federally legal since 1978. Subject to a 200 gallon household annual limit. Exceeding that limit, or selling your output, requires official licensing. 

Homebrewing has been legal at the state level nationwide since Alabama and Mississippi, those laggards, finally allowed it in 2013. But the only two states I brewed in, Georgia and California, it was legal at the time I've brewed. 

Distillation is still illegal federally, but brewing beer does not involve distillation.

Eh. I lived in Marietta, a relatively affluent suburb of Atlanta. Full of nice big single family homes, soccer moms, good schools, and a lot higher ratio of Euro cars to pickup trucks than you might think. 

It barely felt like what anyone might envision when they think of "Georgia". Honestly it felt not that different from where I grew up in DuPage County IL (city of Wheaton) except that you'd occasionally hear a Southern accent.
