Hell, the tram from the Stockholm airport to the city center tops out at that speed (200+ kmh).

High speed rail is really happening in Florida but it’s a private company doing it, not the state or fed govt.
If the bureaucracy leaves them alone they have a punchers chance

Yeah, it is. Anything in excess of 200km/h is considered to be high speed rail.

79 mph (130 km/h) Miami–West Palm Beach 
110 mph (180 km/h) West Palm Beach–Cocoa (planned) 
125 mph (200 km/h) Cocoa–Orlando (planned)

You have to have grade separation to go over 79 mph.

The European Union Directive 96/48/EC, Annex 1 (see also Trans-European high-speed rail network) defines high-speed rail in terms of:

Infrastructuretrack built specially for high-speed travel or specially upgraded for high-speed travel.Minimum speed limitMinimum speed of 250 km/h (155 mph) on lines specially built for high speed and of about 200 km/h (124 mph) on existing lines which have been specially upgraded. This must apply to at least one section of the line. Rolling stock must be able to reach a speed of at least 200 km/h to be considered high speed.

If Brightline actually reaches 200 kph on some segments, that part would be HSR.  The key word here is planned.

This is one of the reason's light rail does not work well in Phoenix.  While the populaton is growing, it is not very dense compared to other metropolitan areas. 

Then there is the fact that the run the routes the same as the bus lines with just as many stops.

And the fact they didn't consider it a priority to make a route the the Glendale Sports and entertainment area.  Personally I won't drive out there for a sporting event (well I will if Ohio State is playing) but I would consider it if there was light rail going out to the venue.  It would have helped the coyotes maintain their location out there if there had been light rail.

200 kph is 125 mph, so if they reach that speed on one segment, that segment, in the future, is planned as HSR.  That's a big if in my book.

Normal rail in the US has a 79 mph speed limit everwhere, ACELA runs at 125 in portions.

Slower than driving; more expensive than flying. Serving a market that nobody wants except 3-year-old boys who think trains are the coolest things in the world.
