I doubt they will at this point, but they could, they have the capability.

WIFT stands for the Society for Worldwide Interbank Financial Telecommunication. It is a global messaging system connecting thousands of financial institutions around the world.  

SWIFT was formed in 1973, and it is headquartered in Belgium. It is overseen by the National Bank of Belgium, in addition to the U.S. Federal Reserve System, the European Central Bank and others, NBC News reported. It connects more than 11,000 financial institutions in more than 200 countries and territories worldwide so banks can be informed about transactions. 
Alexandra Vacroux, executive director of the Davis Center for Russian and Eurasian Studies at Harvard University, told NPR, "It doesn't move the money, but it moves the information about the money."

Louis CK? I don't know about Mount Rushmore, but I never thought of him as a shock comedian. His sexual interests, OTOH...

His show was really good, too.
Not a shock guy like Anthony Jeselnik. As in deliberately offensive. Just crude, without enough behind it

Louis is nowhere near Rushmore level. Too much of his comedy is saying horrible stuff for shock value. It can be funny, but I feel like too often it's just low hanging fruit.
I'd disagree with that. His stuff was pretty incisive, though it did leverage shocking things. (I don't know if he was Rushmore level. There have been so many comics, and Pryor and Carlin are probably taking half of the mount, before you even look at someone like Lenny Bruce or anyone else)

Which of course meant that he was smart enough to be aware of the dynamics of his weird sex stuff, and did it anyway.

Norm MacDonald was good to - use to catch him on letterman.Act all out of it then bring some brilliant/hillarious quip out of nowhere.Was watching a roundtable with Dennis Miller,Dana Carvey and a few who worked with him.Norm seem to revel/relish in bombing out then do an about face and bring the house down.Conan liked him also,Giraldo's humor very blue but sharp/clever

Turkey could and might close the Straits.  They are a NATO country.  They have pretty decent military capabilities.
That would be one way to ratchet things up to 11, real quick.

The inept doofuses in the Russian navy have already hit several commercial vessels of various flags that are not Ukraine.  The ratcheting has already occurred and arguably they've already instigated WWIII.

Honestly, Turkey closing the straits might actually help SAVE the Russians from doing more stupid shit.
