The balk rules are ... convoluted. There is even a balk by the catcher which is rarely called.
Once the pitcher moves his back foot off the rubber, and then hesitates, he can fake a throw. If it's all one motion it's considered a balk. You have to step off and break the action.
I saw in a recent game a pitcher slipped when making a pitch and didn't throw the ball, nobody on base, so no balk, but it was a clock vioation now.
Back to the CWS ... UGA and Texas would seem about equally matched, to me, not really having delved into it much. So, you have 8 teams, most pretty evenly matched, double elimination I think, it's tough to win the playoff even if you're very good.
