I'd rather UW be in the Great Lakes and move ND somewhere East.
Changing the model to 8x9-team conferences accomplishes Wisconsin into the Great Lakes conference. But it screws up a lot of things. the Pac/Mountain teams get wonky (Cal or Stanford goes North, the other goes south), and the Southwestern conference reaches into Texas; the TX/OK conference goes away, with the OK schools joining the plains states (but not Colorado--it is still in the Pac. Northwest conference), although that probably makes that a better (read: stronger) conference; and Alabama and Auburn get broken up, with one going west, the other going east. The Mid-Atlantic gets stronger because it adds Tennessee. Here's how it looks:

For that matter, I'm all for 11 school leagues, with 10 conference games each.

Pick the top 66 in revenue and have at it.

But if you got really mercenary, and went to 8 conferences, 8 teams each... (I took out San Diego State, Fresno State, UCF, Louisville, Cincinnati, Baylor and Wake Forest--but others could easily be volunteered as tributes--this is where relegation/promotion start to look attractive...), Vanderbilt, Texas Tech, TCU, and the Mississippi schools feel a little out of place, but it also solves the Notre Dame issue that Badge has... (by distance, Ohio State, not Notre Dame, would be shipped east). Also, the traveling distance between Los Angeles and Seattle (old school Pac-8), and Los Angeles and Fort Worth aren't that different.

7 conferences of 10, then an "everyone else" conference with promotion/relegation.  Top 10 are in the conference that competes for the 8th bid, bottom 4 from that conference fall out, and are replaced by the best 4 from the other 50 schools

Yeah, that's me moving ND (and not correcting Ohio State).
But here's a 6 conference, 11-team version with a little tinkering to kick ND into the Eastern Conference, at Badge's request:

The Mississippi schools and arguably LSU still get shafted here. You still need an OOC game to preserve one or two old rivalries (TX/OK, ND/USC, Bama/LSU), and Illinois gets sent west because...I felt like it. (It was Illinois or Minnesota, and I wanted the Minnesota/Wisconsin game to remain in conference.)
