ND really belongs in the Great Lakes Conference. Do that, push Kentucky into the Southeastern (where it historically belongs), and push Clemson back into the Eastern Conference...

There's probably a way to save Illinois for the Great Lakes, too, too, but I feel less bad for Illinois in this scenario than for the state of Mississippi.

A&M, Texas, OU, oSu, Arkansas, LSU, Texas Tech. Those core schools would make a great conference. Don’t know who the other 3-4 schools would be but you could take your pick from SMU/Baylor/TCU.
