I do see a parallel with 2007 here, though. 
In 07, the #2 team kept losing the last few weeks of the season.

This year, the teams vying for the 4 seed kept losing (Tennessee, Clemson, USC, LSU (twice), Oregon).  You could include TCU in that, except TCU lost and wasn't penalized at all.

They were only unpenalized in order to avoid an OSU-Michigan semifinal. Otherwise they'd have dropped to 4, and OSU would have moved up to 3.
