A person from South Dakota, presuming they are here legally in the first place, is "known" to the government, with few exceptions.  He or she may have a criminal record if they are a criminal.  They will probably have a school record, a work record, etc. etc. etc.  They won't be a complete unknown.  If they commit a crime in Florida, the police will access those records which will be probative.

I think the notion we should have completely open borders is absurd.
Maybe, if they reported whatever crime, and all entities paid for the reporting and access. But why should anyone be restricted from going to Florida based on someone else committing a crime?

I think the notion we should have completely closed borders is absurd.

The southern border is porous, for sure, but our borders at airports etc. are most certainly not open.

I waited an hour in the car to transit from Canada to he US last year.

Who has proposed closed borders? All I have heard from people opposed to open borders is that we control who and how many come into our country and that they do so legally. I cannot fathom that you would be opposed to that.

I find that take amusing as there are about 5,000 - 7,000 people illegally entering our country on a daily basis. Since Jan 20, 2021, I have seen estimates of at least 10 Million people have illegally entered the country. If that is not evidence of an open border, I don't know what is.

I suppose open borders for legal citizens is a pretty normal and natural thing.

I completely agree, it's absurd and impossible.  

I also think to have completely OPEN borders is absurd.

That isn't what I consider "open", like a store is "open".  I can walk in with no interference of any kind.  I would use the term "controlled".
