I'm not overly worried.  They're trying this stuff all day long, every day, 365.  Every now and then something gets through but it's not like they can try harder than they already do.  They've been doing this for decades now.

My wife had no cell service today.

A major pharmacy got hacked today too.
And the cell service is already back up, most folks lost it for about 3 hours.

Like I said, one slips by every now and then.  They are throwing everything they have at us 24/7.  It's not like they can "step up the attacks."  They're doing this every day and have been for about the past two decades.

It's absolutely an act of war.

But, how should we respond?  It's difficult to prove where an attack came from, it's highly technical, and if we publicly accuse them, they'll just deny it.

Should we respond in kind?  We don't really have any major divisions of the armed forces set up to do that, although I have zero doubt we have some secret orgs that are already doing it. That's about the most we can do, I think.

Well that, and make sure we maintain robust digital security for all sensitive infrastructure.
